With his decision finalized, Leo Ray gave a firm nod.

While he had successfully brought seven major external factions under his thumb, he had yet to penetrate the central regions of the Outer Region. He was essentially still operating on the fringes, having not yet breached the inner circles of power.

Once the blueprint was finished, Leo Ray gathered the seven Human Clan Monarchs, his primary human generals, Quinn Serena, other prominent Lords, and all subordinates at Tier 4 or higher to begin the deployment phase.

When the assembly was complete, Leo Ray recounted the events of the last few days and explained the current global landscape. The news left the crowd feeling a mix of apprehension and intense inspiration.
